Valeriana sitchensis Bong. subsp. scouleri Piper

Information from the Index of California Plant Names (ICPN)
Current Jepson Flora Project Synonyms Valeriana hookeri Shuttlew.; Valeriana scouleri Rydb., illeg.
Initial Editorial Analysis 25 May 2011
Source of Report for California The Jepson Manual [Ed. 1]
Editorial Recommendation author citation to be checked [resolved]
Correspondence and Comments Subsequent to Initial Analysis
Correspondence 1 23 Sep 2004 e-mail from Jeff Greenhouse see Comment 1
Editorial Comments 1 Correspondence 1 indicates that author citation in The Jepson Manual [Ed. 1], International Plant Names Index-Gray Card Index, and TROPICOS is Valeriana sitchensis subsp. scouleri (Rydb.) F. G. Mey., so that author citation needs to be checked.
Correspondence 2 22 Nov 2004 e-mail from Jeff Greenhouse see Comment 2
Editorial Comments 2 Correspondence 2 indicates that, according to Fred Barrie (The Jepson Manual [Ed. 2] Author): the correct author citation is Valeriana sitchensis Bong. subsp. scouleri Piper, and not Valeriana sitchensis Bong. subsp. scouleri (Rydb.) Piper; that Piper published the name as "Valeriana sitchensis scouleri", and that, although the rank was not indicated in the name itself, the infraspecific taxon is unquestionably subspecies because Piper states in the introduction that he is following the Philadelphia Code, which recognized the rank of subspecies as the first subdivision of a species; that the name is based on a reference to Valeriana scouleri Rydb. (Mem. NY Bot. Gard. 1: 377. 1900.), which is illegitimate in that Rydberg published Valeriana scouleri as a replacement for Valeriana hookeri Shuttleworth (1837; Flora, oder, Botanische Zeitung 20:450), a name he considered a homonym of Valeriana hookeriana Wight & Arn. (1834), which it is not under the current Code (Art. 58; so that Piper's name is to be treated as a new name, not an illegitimate combination); and that Barrie sees no reason not to recognize this taxon as a species, which is to be called Valeriana hookeri Shuttlew., unless Valeriana scouleri Rydb. is conserved. [Therefore, author citation corrected to Valeriana sitchensis Bong. subsp. scouleri Piper, from Valeriana sitchensis Bong. subsp. scouleri (Rydb.) F. Meyer previously in this Index, 13 Dec 2004.]
Correspondence 3 Treatment and author notes (including 26 May 2011 e-mail from Abigail J. Moore, archived in Eudora mailbox "done ICPN".) submitted for The Jepson Manual [Ed. 2] by Abigail J. Moore see Comment 3
Editorial Comments 3 Correspondence 3 indicates that for The Jepson Manual [Ed. 2] Valeriana sitchensis Bong. subsp. scouleri Piper is to be recognized and treated as native to CA, with Valeriana hookeri Shuttlew. and Valeriana scouleri Rydb., illeg. listed as syns.
