13_12 Leiege [July 28, 1905] Second International Congress for Agricultural Education, July 28-29. The American delegates (4) and one from Great Britain attached themselves to the first section, higher agricultural instruction. The American delegates were W.H. Beal, U.S. Dept. of Agr. [Agriculture], Prof. [Professor] J.T. Williard, Manhattan, Kansas (Prof. of Chemistry, State Agr. Coll. [College]), L.H. Smith, Ass't [Assistant] Professor of Plant Breeding, University of Illinois, Urbana, Ill. and W.L. Jepson, Univ. of California. The President of the first section was Edmond Le Plae, Ing v Agr., Professeur de Genie rural a L'Institut agronomique de l'Universite de Louvain. M. 13_13 [Leiege] July 28, 1905 I have ever met. He presided over the section with great display of wisdom and discretion, and promoted the dispatch of business admirably. He has a great deal of what we Americans call "steam" or "high pressure" but of all things he has a most admirable humor, delicate and spontaneous. The members of the Congress entertained the foreign delegates at dinner on the last day of the session. Prof. Smith in speaking to M. Le Plae had occasion to say that he came from a Prohibition State. M. Le Plae hesitated. I asked him if he understood the term "prohibition." Oh yes, he said, I understand. I was in Florida once.
